What Requirements are Held for N-400 Citizenship Photos?

Making sure that the photo(s) that USCIS receives meets all of their requirements is important. An applicant can use a photo they produce themself but, it has been suggested by the USCIS for applicants to use a paid photo service. Using a professional photo service will help ensure the photos meet all requirements.


U.S. Citizenship and Immigration Services (USCIS) requires that:

  • Photos are in color

  • Both eyes are open

  • Facial expression is neutral

  • The background is white or an off-white

  • The photo was taken in the last 6 months 

  • The entire head is shown which includes the top of the hair and below the chin

  • The head is centered in the photo

  • The individual is facing the camera

  • Photo is 2 inches x 2 inches

  • The height of the head is measured between 1 inches to 1 and ⅜ inches (25 mm - 35 mm)

  • The height of the eyes is between 1 and ⅛ inches to 1 and ⅜ inches (28 mm - 35 mm)

  • No Uniforms 

  • Daily religious clothing is acceptable

  • No hat or head coverings that cover hair (unless they are for religious reasons)

  • No headphones or similar devices (hearing devices are acceptable

  • No eyeglasses unless they are for medical purposes. Please research this requirement further if you require glasses to be worn during your photo.
